What a Liner Does
The liner is the surface the combustion products actually touch. It contains them, protects the surrounding masonry from acidic condensate and heat, and keeps the flue sized correctly for the appliance venting into it. A chimney without a sound liner is a masonry shaft, not a functioning flue.
Most Tulsa-area masonry chimneys were built with clay tile liners. Clay is durable and it is brittle. Tiles crack from a chimney fire, from settling, or simply from thermal cycling over decades, and cracked tiles let heat and gases reach the masonry and the framing beside it.
The Standard Requires an Inspection First
NFPA 211 §15.4.1 lists relining explicitly: a Level II inspection is required prior to relining a flue or replacing a flue lining. That is not a formality. Level II includes video scanning of the flue interior, which is the only way to see what the existing liner is actually doing, and evaluation of the correct lining material and flue sizing for the appliance.
Anyone quoting a reline without having scanned the flue is quoting a guess. Sizing the liner wrong in either direction causes problems: too large and the flue runs cool and condenses, too small and the appliance cannot vent.
Relining Is Licensed Work in Oklahoma
Here is where relining differs from sweeping and masonry repair. Oklahoma's Construction Industries Board defines Fueled Hearth Product Work as the installation, service or repair of a fireplace, insert, stove or log set and associated venting. That is a licensed activity under 59 O.S. §1850.7, and the limited license for it is built on NFI certification, per OAC 158:50-5-2.
So: your sweep does not need a state license to brush the flue. Whoever relines it does. This is the single most useful thing to know before hiring in this market, and most homeowners have never heard it.
Factory-Built Chimneys Are a Different Question
If your fireplace is a prefabricated metal unit rather than masonry, relining is usually not the right frame. These are listed and tested as complete systems. The Oklahoma Residential Code §R1005.1 requires factory-built chimneys be installed per the manufacturer's instructions, and §R1004.1 requires factory-built fireplaces be installed per the terms of their listing.
NFPA 211 §14.7.1.1 puts the practical limit in one clause: components and accessories shall be listed for the specific model, if the components or accessories are available. For a discontinued 1990s unit they often are not, and at that point the compliant path is replacement rather than a mixed-parts repair.
